NTL -- use the all-integer LLL strategy from NTL library

Description

NTL -- the default strategy value for LLL(...,Strategy=>...) used to specify that the all-integer LLL algorithm from Victor Shoup's NTL library should be used. Overall, the performance of this algorithm is very good in many situations.
