UseSpecialAlgorithms -- an option to check whether the input is a diagonal polynomial, binomial, or binary form

Description

An option for the function fpt to check whether the input is a diagonal polynomial, a binomial, or a binary form. If true, the function fpt first checks whether the input is a diagonal polynomial, a binomial, or a binary form (i.e., a homogeneous polynomial in two variables). If it is, the function fpt applies specialized algorithms of D. Hernandez, or D. Hernandez and P. Teixeira.
